Under the freedom of information act and Florida Sunshine Laws, we hereby request daily activity reports on Mr. Bert Mijaves from 04/27/07 and 04/30/07.
That would include: citations of unsafe structure inspections, performed on the above dates, findings, results, recommendations etc.

PS After speaking with Mr. Majaves’ supervisor Mr. Castillo on 03/02/07. he advised me Mr. Mijaves’ daily activities reports are not available to the public and are therefore not covered under the Florida Sunshine Laws.
I would have to give him a good reason why we wanted the daily reports of a city employee. Then he will decided if our reason warrants releasing such documents, but for now, we cannot have copies.

MY LATIN COMMUNITY INVESTIGATIVE STORY:
THEY HIRE THEIR KIND
For years the City of Miami, power brokers secured employment for their relatives - their nephews, cousins, brothers and sisters- in-law, parents and friends, in various city government departments. One department of city employees that shows a high level of Latin concentration is in the Building Department.
It’s a haven for elderly Latin senior citizens to come to a government job everyday to sit at a desk, talk on the phone to their grandchildren, then for another hour and a half appear as though they are busy looking over some papers.....More than likely their pension funds.
We spoke with Ms. Dora Echeverry, Building Dept. Official (position unknown). She advised that at twelve noon (12:00pm), the entire office picks Mr. Cederic Mar, City of Miami Building Dept. Chief....
At the time of our visit to the City of Miami Building Dept. (Idania Garcia’s office), several members of the public sat out front waiting to be served while employee after employee filed out of the lobby doors - right past those seated out front - to go to lunch.
Soon the office cubicles looked like an abandoned shanty town. No city employee in sight (see video)
As we sat in the lobby area for an hour... one hour and a half... then the two hour mark... finally! city employees began returning to their desk.
One lady in particular picked up her phone and did not put the phone down since she returned from lunch. Her name is Ms. Yarenya.
The City of Miami Building Dept. Permit Counter and Plans Reviews Inspection Center is no centralized command structure.
The public is left with a sense of hopelessness. Plan review supervisors are required to multi-task... stop reviewing the public plans to go do unsafe structure inspections.
It’s like having a sheriff of a small town who also is the fire chief and the town counsel and on Sunday mornings, the chief is the Chaplin.
The City of Miami Dept. Plan Review supervisors should not be required to multi-task.
Plan review personnel should review plans.
Roof inspectors should inspect roofs.
If the City of Miami believes multi-tasking its employees is a smart and proficient form of good government, then multi-tasking should not be limited to the plan review staff.
The Building Dept. Director should be required to inspect roofs daily.
The Assistant Director should be required to review plans.
All the desk employees in the City Building Dept. should be cross trained to multi-task variable functions, within a particular division.
This being the case, the public would never be subject to waste or delay in professional service, because there would always be someone available to serve the needs of the public.
(if serving the needs of the public is still what the government does...)
The City of Miami-Building Dept. Employment practices make light of their exclusive Latin Club policy.
Don’t get this article wrong “this is not to bash Latin’s week”.
This may be the answer to a quick check that will clearly show 60% of those individuals presently employed at the City of Miami Building Dept. are relatives, friends of relatives, family members, friends of other Latin individuals, who were referred by other Latin business and private sector members of Miami-Dade County.
It’s a connected close house environment. This article is not about employing Latinos. Its about locating the answer to the public suffering and government neglect in providing services to the public....
Latinos like any other group of people. They deserve the right to employment. yes, but when a government creates a policies which exclusively hires a certain ethnic group of people over all others,
“Houston we’ve got a problem”

Employees; chit chat with each other about important things like, “what did you have for (lunch) ha, ha, ha...While at the same time other office employees are seen by the public walking around on their cell phone (clearly non-department related phone conversations)
Other employees unavailable to assist the public; the City of Miami Building Dept. Employee hide behind cubicles.
Government Behind Closed Doors
Just like; Miami-Dade County Government, the City of Miami got their hands deep in the cookie jar of the Federal Government matching funds and funds given to the city by the Federal Government. Race preference, or discrimination can cause Federal Funding of City Projects to be withdrawn....
